The rough stage runs alongside the trades: debris clearing to keep the site workable, usually handled by the people doing the building. The final clean is the detail pass once the work is complete and the site is clear, and it is where the dust actually leaves the building rather than moving around it. The touch-up clean is the last short pass before handover or opening.

Getting to occupancy ready
Cleaning before occupancy does more than make a space presentable. Dust left in the building is dust that gets stirred back up on the first day anyone works in it, so taking it out now does quiet work for the air in every room.
It protects the work as well. Grit under a chair caster scratches a brand new floor, dust drawn into fans and IT equipment shortens their life, and residue on new glass is harder to remove a month later. Cleaning before anyone moves in is the cheapest moment to deal with it.

What is the difference between a rough clean, a final clean, and a touch-up?
A rough clean happens while the trades are still working and is mostly debris clearing to keep the site workable. The final clean is the detail pass once the work is finished: every surface, fixture, pane of glass, and floor, plus the dust that settled along the way. A touch-up is the short pass right before handover, after the last trade has been through.
Why is construction dust harder to clean than ordinary dust?
It is finer and it gets everywhere. Drywall, concrete, and sanding dust drifts into duct openings, sits on light fixtures and door frames, and clings to fresh paint and new glass. It is easily disturbed too, so a space that looks clean is dusty again the next morning unless it was cleaned from the top of the room down.
